Ms. Elaine Cheng is the Founding Chairman of the JSHK Innovative Collaboration Federation, an organization formally established to advance cross-regional cooperation and innovation between Jiangsu Province and the Hong Kong Special Administrative Region.

In alignment with the strategic priorities outlined in the Policy Address, the Federation is committed to serving as a high-level platform that facilitates the systematic integration of Hong Kong’s professional services, academic institutions, research capabilities, and entrepreneurial enterprises into Jiangsu’s innovation-driven development landscape.

The Federation’s mission extends beyond conventional technology transfer. It seeks to promote the strategic flow of knowledge, talent, and industrial resources, enabling the alignment of upstream and downstream segments of the industrial value chain. Concurrently, it provides expert advisory services to mainland enterprises with aspirations to pursue initial public offerings in Hong Kong, expand into international markets, or engage in cross-border mergers and acquisitions.

Under Ms. Cheng’s leadership, the Federation strives to deepen regional collaboration, foster high-value innovation partnerships, and lay a robust foundation for sustainable, inclusive, and mutually beneficial development between Jiangsu and Hong Kong.
